Financing of Public Construction Order and its Impact on Management of the Municipality

Cílem mé diplomové práce bylo určit finanční zdroje pro vybranou veřejnou sta-vební zakázku a propojit vliv financování veřejné stavební zakázky na hospodaření obce. V teoretické části jsou vysvětlovány základní pojmy spojené s veřejnou zakázkou a možnostmi jejího financování. V praktické části je pak charakterizo-vána konkrétní veřejná stavební zakázka, její financování s využitím dotace z EU a její dopad na hospodaření obce.The aim of my thesis was to identify sources of funding to selected public works and interconnect the impact of financing public construction order for manage-ment of the municipality. In the theoretical part are explained basic concepts relat-ed to public contract and the possibilities of its financing. In the practical part is characterizes specific public works, financed by using funding from the EU and its impact on the economy of the municipality.

The Impact of Subsidies on the Financial Management of a Municipality

Teoretická část práce popisuje postavení obcí v systému veřejné správy, vymezuje orgány obce, hospodaření obcí a rozpočtové určení daní v České republice. V praktické části je pak provedena analýza hospodaření obce v letech 2007 - 2011. Cílem práce je zhodnocení vlivu dotací na hospodaření obce, zejména pak zjistit, jaký podíl představují dotace na celkových příjmech obce.This thesis deals with the impact of subsidies on financing Rapotin village, which is located near the town Šumperk. The theoretical part describes the status of municipalities in the system of public power, defined by the municipal authorities, municipal economy and tax revenue in the Czech Republic. In the practical part is an analysis of the municipality in 2007 - 2011. Legal bases for the GDPR implementation in marketing

Business entities carrying out marketing activities are among those which are fundamentally affected by the protection of personal data provided by the GDPR Regulation. Personal data is part of a personal identity and a very valuable and strategically important commodity these days. The importance of this legislation therefore is that it unifies the protection of personal data of individuals across the EU, it is directly applicable legislation. Business entities work with personal data from existing or potential customer when implementing marketing activities. The successful application of GDPR to marketing of business entities assumes a very good knowledge of this legislation and the ability to apply it correctly to the various processes and procedures that the business entity or marketing agency implements in the marketing field. All personal data controllers and processors are required to introduce technical, organizational and procedural measures in accordance with the GDPR. No matter how big the institution or business entity is. This subject is very broad. With a view to the limitation of this contribution, the main aim is therefore to present and discuss only some selected aspects of this issue (knowing that a number of other sub-themes will be worked in the future), to highlight a number of questions that arise in relation to this theme, to outline the potential direction and methods of the future research

Součástí práce je také dotazníkové šetření, které podává informaci o pohledu respondentů na maloobchodní nabídku města Bohumín. V poslední části je hodnocení celkového stavu maloobchodní nabídky s ohledem na současnou poptávku a doporučení na zlepšení stavu maloobchodní sítě ve městě Bohumín.The thesis „Customers’Retail Network Utilization in the Bohumín City“ is to provide a comprehensive view of the current retail supply and demand of the Bohumín city. The theoretical part includes a specification of the retail concept, characteristics of the city and definition of marketing research. The practical part of this thesis analyzes the retail demand and supply of the Bohumín city. The thesis also includes a marketing research, which providing information on the respondents view of the Bohumín retail offer. Pilots psychophysiological condition assesment

Due to increasing safety standards in air transport, the emphasis is put on human factors in this domain. Thisregards especially the improvement of piloting precision during flight training and the elimination of internal andexternal influences with negative effect on pilots. This paper is focused on evaluation of pilot’s psychophysiologicalstate during flight training on a simulator and in an aircraft and also on pilot’s reaction on transfer from analogueto digital visual presentation of avionic data. The best indicator for evaluating human’s psychophysiologicalcondition could be a heart rate because of its descriptive activity of human heart and its psychophysiologicalcharacter based on sympathovagal balance of autonomic nervous system. In this paper heart rate frequencyis measured by FlexiGuard biotelemetry mobile device and by a Garmin c chest belt. This paper is orientedtowards description and comparison of the most common methods for physiological parameters assessment, i.e.time and frequency domain analysis and non-parametric methods analysis. The paper also describes a wavelettransform. The results show that not every parameter resulting from each analysis could be a good indicatordescribing pilot’s stress. Results also show which parameters might work as good indicators of pilot’s stress– those are LF/HF ratio and parameters measured by wavelet transform. Aspects of the control system of public procurement In the Czech Republic

Public procurement is currently an everyday reality, and legislation addresses this issue. Public contracts are financed from public funds, which pertain to public finances, objects, property rights, and other assets belonging to the state, or respectively another legal entity specified more closely by law. Ideally, a situation should be achieved where utilizing public funds in connection with financing public procurement is transparent, effective and in accordance with the law. The aim of this paper is to describe current legislation governing public procurement in the Czech Republic, focusing on the system of control that is currently in place under the applicable Act. Assessment is made as to whether such legislation is sufficient to enable the required, proclaimed transparency, and efficiency in public procurement

Regulation of financial control mechanisms in public administration with a focus on internal audit as one instrument of such control

The author addresses the current legislation for financial control mechanisms, which specifically involves Act No. 320/2001 Coll. on financial control mechanisms in public administration and on the amendment of some laws, as amended (the "Act"). The paper builds on the specific case mentioned in the introductory section, whilst aiming to answer the questions of whether the present legislation is effective enough, in that it prevents the management of public finances to be not sound, inefficient and ineffective, which forms one of the declared objectives of the Act, and whether it is capable of revealing any such wastage in a quick and effective manner. The conclusion indicates potential developments in terms of law
